abstract = "O presente artigo procura aferir o grau de confiabilidade das
previs{\~o}es fiscais e atuariais de d{\'e}ficit no Regime Geral
de Previd{\^e}ncia Social (RGPS) realizadas pelo governo federal,
comparando os dados da Lei de Diretrizes Or{\c{c}}ament{\'a}rias
dos anos de 2002 a 2015 com os resultados efetivamente realizados
nas estat{\'{\i}}sticas oficiais. A pesquisa constata erros de
elevada magnitude entre os valores previstos e realizados para a
receita, despesa e d{\'e}ficit do sistema previdenci{\'a}rio,
para a maioria dos anos, tornando as previs{\~o}es realizadas sem
qualquer significado. A investiga{\c{c}}{\~a}o sobre as causas
dos erros das proje{\c{c}}{\~o}es levaram {\`a} conclus{\~a}o
de que o modelo atuarial do governo federal apoia-se em
metodologia impotente para produzir resultados confi{\'a}veis. As
raz{\~o}es detectadas v{\~a}o desde o congelamento, nos valores
do ano de 2009, das vari{\'a}veis do mercado de trabalho ao longo
de quatro d{\'e}cadas, at{\'e} a inusitada taxa de reajuste do
sal{\'a}rio m{\'{\i}}nimo acima do PIB e da
infla{\c{c}}{\~a}o. O artigo conclui que o modelo atuarial que
pautou a proposta de reforma da previd{\^e}ncia de 2016 foi
desenhado para subestimar receitas e superestimar gastos com
benef{\'{\i}}cios, pois est{\'a} apoiado em m{\'e}todo que,
apesar de simular infalibilidade, apresenta lacunas l{\'o}gicas.
ABSTRACT: The present article search to measure the reliability of
the fiscal and actuarial forecasts of deficit in the Social
Security System (RGPS) comparing the data of the Budgetary
Guidelines Law from years 2002 to 2015 with the actual results in
official statistics. The research finds errors of high magnitude
between the predicted and realized values for the revenues,
expenses and deficit of the social security system, for most of
the years, making the forecasts realized without any meaning. The
investigation into the causes of the errors of the projections led
to the conclusion that the actuarial model of the federal
government relies on weak methodology which makes their results
unreliable. The labor market variables are taken as constants over
four decades and the minimum wage is readjusted above GDP and
inflation. The article concludes that the actuarial model that
guided the pension reform proposal was designed to underestimate
revenues and overestimate public spending with benefits, since it
is supported by a method that, despite simulating infallibility,
presents logical gaps.",
